You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT & COMPENSATION) in the Recruitment and Compensation Department, Production Resource Division of the Fleet Human Resources office of FLEET HRO NORFOLK NAVAL SHIPYARD.Requirements:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:- Experience planning work to be accomplished, setting and adjusting short-term priorities, and preparing work completion schedules.
- Experience assigning work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employee's capabilities.
- Experience developing and evaluating subordinate employees' performance standards.
- Experience providing subordinate employees' advice, counsel, or instructions on work and administrative matters.
- Experience advising managers and supervisors on staffing and recruitment requirements, resources, and problems involving a high degree of complexity.
- Experience advising management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
- Experience researching the qualifications and skills needed and conducting job analyses with subject matter experts to distinguish truly well qualified applicant and those with the ability to learn the job in reasonable periods of time.
- Experience explaining regulations, procedures, and determinations to inquiring employees, candidates, and supervisors.
- Experience providing guidance and recommendations for a variety of compensation related services, including pay determinations for new and continuing employees, recruitment, relocation and retention incentives, superior qualification appointments, credit for non-federal service towards annual leave and repayment of student loans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
