This position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), Office of Operations (OPS).The incumbent serves as a principal advisor to the Assistant Director and Staff Director, Office of Operations, and is responsible for the development, execution, and coordination of all activities relating to internal human capital management functions essential to the operation of ONDCP.Requirements:
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE : Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
You must possess at least one year of full-time specialized experience equivalent to the GS-12 grade level performing all of the following: 1) Working with managers to implement personnel recruitment and placement, personnel reassignments, and position management; 2) Tracking and providing analysis on Full Time Equivalents (FTEs) (i.e., employee positions) and other personnel resources allocations; 3) Coordinating with human resources to onboard new employees; 4) Liaising with administrative points of contact on human capital matters, as well as on various human capital and administrative info systems, such as time and attendance and/or personnel management systems.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
You must possess at least one year of full-time specialized experience equivalent to the GS-13 grade performing all of the following: 1) Planning for and seeking alternative solutions to a diverse set of staffing challenges; 2) Working with internal stakeholders to determine innovative approaches to hiring the right talent commensurate with the specific needs of an organization; 3) Working with managers to ensure employees are given clearly defined and consistently communicated performance expectations and to monitor performance throughout the annual appraisal cycle; and 4) Providing guidance and/or interpretation of staffing, compensation, training, or workforce management functions to staff and managers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
