The primary purpose of the position is to provide program managers and the Director with objective information and analysis for making Air Force investment decisions and adjustments for highly classified US advanced technology assurance programs, by accomplishing a wide variety of assignments concerned with program execution and resource allocation.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE:
NH-03:
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 , equivalent to the next to lower grade GS-11or equivalent in the Federal Service. Specialized experience must include in-depth knowledge of DoD and agency policies, procedures, and processes for Director/Deputy Director of PKDAFRCO acquisitions; Expert knowledge on a wide range of government, agency, and local guidelines and business practices including contracting statues, regulations, policies, and procedures impacting classified contracting; ability and professional stature to lead significant changes in business practices, influence policy decisions at the highest levels of the acquisition community.

NH-04:

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-II or GS-11 level is required to meet the time-in-grade requirements for the NH-III level. One year at the NH-III or GS-13 level is required to meet the time-in-grade requirements for the NH-IV level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
NH-03
- Knowledge of processes and procedures related to program management and strategic planning activities needed to Execute projects and/or studies within established financial and time constraints.
- Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
- Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
- Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
- Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations

NH-04
- In-depth knowledge of Congress and Public Affairs. In-depth knowledge of program planning, budget and financial management cycles and policies.
- Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
- Ability to negotiate resolution of complex budget and financial execution issues. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
- Ability to executive complex projects and/or studies within established time constraints. Ability to communicate effectively orally and in writing.
- Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives. Ability to advise senior leaders, Program Element Monitors and field-level representatives.
