Description:

Located in the Workforce Performance and Specialized Employment Division, Human Resources Directorate, Washington Headquarters Services (WHS). The Director for Human Resources is responsible for the development, implementation, administration, and evaluation of a progressive, responsive, and effective personnel program. This includes providing a range of personnel management functions to the Office of the Secretary of War, Defense Agencies, WHS and other activities receiving personnel services.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

Time in Grade:
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

Specialized Experience:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience performing developmental tasks in human resources that demonstrate knowledge of HR principles. This includes performing routine, procedural work in support of HR programs such as performance management or incentive awards; assisting in the collection and review of nomination packages for accuracy; and responding to routine inquiries about program guidelines under direct supervision.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

Time in Grade:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.

Specialized Experience:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience applying established HR principles to assist with the administration of performance management and incentive awards programs. This includes processing and tracking award nominations and employee suggestions; monitoring the timely completion of performance management activities; and providing guidance to employees and supervisors on program procedures, regulations, and requirements.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

Specialized Experience:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience providing technical advice and assistance to management and employees on various HR programs, including performance management and incentive awards. This includes advising on the development of employee performance plans and evaluation criteria; coordinating multi-level award nominations; and ensuring organizational compliance with all phases of the performance appraisal cycle, such as issuing plans, conducting mid-year reviews, and finalizing ratings.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.

Specialized Experience:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience providing senior-level advisory services and policy guidance to management on a full range of complex Human Resources (HR) programs. This includes independently developing and implementing policies and workflows for performance management and incentive awards programs; serving as a subject matter expert on high-level honorary awards for civilians and foreign nationals; and administering the end-to-end process for major award ceremonies and employee suggestion programs


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
