Description:

This position is located at Department of Housing and Urban Development Office of Inspector General, Office of Legal Counsel. As Counsel to the Inspector General, you will work with the Assistant Inspectors General (AIGs) to develop and carry out programs mandated by the Inspector General Act, and its amendments and provide guidance and support to the IG, Deputy Inspector General (DIG), and AIGs, as a strategic business advisor.

Basic Requirement - Applicants must demonstrate at least one year of progressively responsible leadership experience indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and other technical requirements of the position.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated as eligible for this position.
MTQ 1 : Substantial knowledge of and demonstrated experience leading teams that provide legal advice supporting an Office of Inspector General, Federal agency, or organization participating in Federal programs, including demonstrated experience providing legal advice related to oversight, compliance, and/or enforcement in federal programs.
MTQ 2 : Demonstrated experience analyzing complex legal problems, making sound decisions, and providing timely legal and policy advice to senior leaders of an organization.
MTQ 3 : Demonstrated experience handling or supervising litigation in Federal court or before administrative bodies.
