Supervisory duties are performed less than 25 percent of the time.

Conditions of Employment Continued:- The work requires some physical exertion, such as extended periods of caring for, performing repairs, and installing equipment which requires standing, stretching, bending, stooping, walking, and reaching. The work also requires the carrying of loads of paper and computer equipment that may weigh up to 40 pounds.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the principles, concepts, techniques, standards, processes, and guides of military Human Resources procedures to process transactions and records update that are a part of the HR information system sufficient to maintain data quality for the HR database. Knowledge of military programs, objectives, policies, procedures to assure a comprehensive understanding of Military Human Resources programs/services. Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis. Extensive knowledge of work processes, data models, work rules, file/database design/structure and content, equipment, internal computer processes, applications, and utility programs, to advise on alternative approaches, to identify problems and plan and implement solutions, and to collaborate with design center personnel in effecting needed changes. In-depth knowledge of the capabilities of networks, network enclaves, network boundaries, data systems, and small computer configuration/applications as they relate to system integration and access; data access and processing, systems interfaces, utility programs, and programming aids to accomplish tasks supporting personnel program operations.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education having less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of military personnel policies, procedures, rules, guidelines, publications.
- Comprehensive knowledge of PDS applications and working knowledge of personal computers and software.
- Knowledge of systems interfaces as they pertain to the PDS.
- Knowledge of the civilian personnel guidelines and master labor agreement.
- Comprehensive knowledge of the entire personnel function.
- Ability to analyze data/products. Skill to communicate effectively with diverse groups of individuals, both orally and in writing.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
