Description:
This position reports directly to the Deputy Assistant Secretary for Resources for the Bureau of Consular Affairs (CA).
This position serves as the Program Manager (Data Officer) responsible for data oversight and development within CA and coordinates and consults with the Bureau’s leadership and the Department’s Chief Data Officer and Managing Director of the Center for Analytics in the Office of Management Strategy and Solutions on programs that impact the bureau to which he/she is assigned.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience serving as a liaison between business and technology to ensure data is fit for decision-making and business analysis, and to ensure data governance policies, roles and responsibilities are clearly defined, communicated, and well understood;
- Experience applying data governance principles and practices to big data and analytics, in order to improve data driven products for decision making;
- Experience managing and improving data quality and metadata, such as through the development of policies, tools, and management or support of data governance bodies; and
- Experience in leadership and advocacy on data improvement objectives, including providing data leadership and obtaining consensus from technical and non-technical stakeholders at different levels of an organization.
There is no substitute of education for specialized experience for the GS-15 position.
