Acquisition Program Specialist

This position is located in the United States Patent and Trademark Office (USPTO), Scientific and Technical Information Center (STIC). STIC's mission is to enhance patent quality and examiner effectiveness through search, information services, and training.

Requirements:

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.

Specialized experience for this position includes:

• Applying contracting regulations, procurement policies, and legal precedents to plan, develop, and execute contractual strategies for services and equipment in support of organizational programs. AND
• Providing technical guidance and advisory services to program officials on procurement planning, including the development of statements of work, acquisition plans, solicitation documents, and cost analyses to ensure alignment with program goals. AND
• Overseeing contract performance, monitoring compliance with terms and conditions, and recommending or initiating corrective actions to mitigate procurement risks .

Must possess an active FAC-COR Level III or an agency-recognized equivalent (e.g., FAC-C [Professional], FAC-P/PM Senior Level, or DAWIA Level III).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
