Description:

This position serves as the Administrative Officer for the Logistics Service within the VA Health Care System with administrative responsibility, accountability and oversight for the Logistics programs and activities.

Requirements:

Time-In-Grade Requirement :

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
  • GS-9 SPECIALIZED EXPERIENCE: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-7) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes, but is not limited to: a wide knowledge of hospital administrative and clerical practices. Applying fact finding techniques to evaluate clerical and administrative processes. Applying analytical techniques and evaluative methods to resolve issues or problems of a procedural nature. Evaluating and recommending ways to improve the utilization of available resources and improve administrative management services. Skill in the identification, analytical reasoning and the resolution of problems associated with budget, manpower and personnel. Communicating orally and in writing with a variety of individuals to obtain and provide information, to write standard operating procedures and other informational papers, to develop and provide training, and to articulate a wide range of issues to Service management, and senior leadership, if required. OR
  • GS-9 EDUCATION: Must have a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (TRANSCRIPTS REQUIRED) OR
  • GS-9 COMBINING EDUCATION AND EXPERIENCE: Must possess a combination of specialized experience and graduate level education as described above. (TRANSCRIPTS REQUIRED)

You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. However, it occasionally requires carrying of light objects such as files, books and papers, or computers; and some walking, standing and bending.
