SECURITY SPECIALIST

Description:

The primary purpose of this position is to function as the Government Special Security Officer to the Nevada Test and Training Range (NTTR) headquarter staff. Supports Department of Defense (DoD) advanced air combat composite force test and training; DoD and Department of Energy (DOE) test, research development; tactics development; and electronic combat. In combination with the 31st Combat Training Squadron, provides training and test support to the warfighter in live and virtual environments.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.

2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise. Knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures.

3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Range and serviced activities.

4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security.

5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.

6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization, and ability to communicate effectively both orally and in writing to successfully accomplish the mission.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
