Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties that demonstrates all of the following:
  1. Providing day-to-day operations, maintenance, and Tier 1-2 user support for Microsoft Power Platform solutions (Power Apps, Power Automate, and/or Power BI) in a production environment (e.g., supporting deployed apps/flows/reports rather than only classroom or lab work).
  2. Troubleshooting and resolving common production issues such as failed flows, basic connector or authentication errors, simple misconfigurations, routine dataset refresh failures, or straightforward Power BI formula/query errors.
  3. Managing routine operational activities for Power Platform solutions, such as validating and adjusting Power BI dataset refresh schedules, monitoring basic on-premises data gateway health, confirming secure connectivity to authoritative data sources, and implementing low-risk optimizations (e.g., minor query changes, column trimming) under change control in non-production environments prior to release.
  4. Developing or contributing to user-facing training, briefings, or job aids (e.g., FAQs, quick-reference guides, short demos) to help end users securely and effectively use Power Apps, Power Automate, and/or Power BI, consistent with applicable security and records policies.

  • A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
Experience may be gained in either the public or private sector.

You qualify at the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties that demonstrates all of the following:
    1. Deliver day-to-day Tier 2 operations, maintenance, and user support for Microsoft Power Platform solutions (Power Apps, Power Automate, and Power BI), including restoring service using runbooks and handling production issues such as failed flows, connector and authentication errors, refresh failures, and straightforward Data Analysis Expressions (DAX), Power Query M, or row-level security (RLS) errors.
    2. Manage routine operational activities for Power BI and related data connections, including configuring and validating dataset refresh schedules and parameters, monitoring and maintaining on-premises data gateway health and service credentials, confirming secure connectivity to authoritative data sources, and implementing low-risk performance or reliability optimizations in non-production environments under formal change control.
    3. Apply and enforce cybersecurity and data governance controls within the Power Platform, such as least-privilege and role-based access, approved connector usage, data loss prevention (DLP) policies, sensitivity labeling, compliant sharing patterns, and use of secure service principals, in alignment with FISMA, NIST guidance, and organization-specific security and records requirements.
    4. Develop and deliver role-based training, briefings, and job aids that enable secure and effective use of Power Apps, Power Automate, and Power BI, incorporating ticket trends or user feedback to reduce repeat incidents and reinforce privacy, records retention, and cybersecurity responsibilities.
    5. Collaborate with application developers, platform owners, cybersecurity personnel, data owners and stewards, business stakeholders, and/or vendors to review or validate configurations and integrations for Power Platform solutions, ensuring they follow approved patterns, DLP policies, and identity and access management (IAM) controls, and providing technical input for change records, assessments, or audits.
    6. Execute ITIL-aligned incident and problem management processes for Power Platform applications, including participating in or supporting escalations/major incidents, contributing to root-cause analysis for recurring failures (e.g., app, flow, gateway, or refresh pipeline issues), and updating runbooks or knowledge articles to prevent recurrence.
NOTE: There is no substitution of education for experience at the GS-12 level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
