The primary purpose of this position is to supervise employees of the section and ensure the accomplishment of the civilian personnel operations employment and staffing programs for a population of approximately 3,000 assigned at designated organizations located at the Peterson SFB, Schriever SFB, Cheyenne Mountain SFS and Pituffik Greenland.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must includes:
1) Using a knowledge of, and skill in applying a wide range of staffing and recruitment laws, Executive Orders, regulations, policies, concepts, and practices sufficient to troubleshoot and resolve the most difficult and complex problems associated with providing comprehensive recruitment and placement advisory services for the agency.
2) Planning, organizing and directing the functions and staff of a small to medium sized organization.
3) Using sound theoretical knowledge and practical understanding of human resources management functions, theories, and techniques of basic relationships of the various disciplines.
4) Developing effective policies, goals, and identifying new developments or issues to successfully direct civilian personnel programs and/or policy actions.
5) Performing fact-finding, analysis, and resolutions of complex problems and developing concrete action plans to solve problems.
6) Communicating effectively orally and in writing.
7) Providing knowledge of safety and security regulations, practices, and procedures to staff.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. A sound theoretical knowledge and practical understanding of human resources management function, theories, and techniques and of basic relationships of the various disciplines.
  2. Knowledge of, and skill in applying, a wide range of employment action and staffing and recruitment laws.,
    Executive orders, regulations, policies, concepts, and practices sufficient to troubleshoot and resolve the most
    difficult and complex problems associated with providing comprehensive employment and recruitment and
    placement advisory services Peterson SFB.
  3. Ability to plan, organize and direct the functions and staff of a moderate sized organization.
  4. Knowledge of management and installation's missions and objectives and their implications on human resources management programs at a large, multi-mission or otherwise diverse and complex organization or installation.
  5. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems. Knowledge of human resources management and policies, practices, and procedures.
  6. Knowledge of safety and security regulations, practices, and procedures. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
