Description:

This position in located in the Payroll Support Service (PSS), Financial Payroll Service (FPS), Financial Services Center (FSC) in Austin, Texas. The position is responsible for assisting with the relationship with VA's payroll provider, the Defense Finance and Accounting Service, ensuring more than 400,000 employees are paid timely and accurately. PSS is also responsible for ensuring accurate functioning of systems as it relates to payroll
processing.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.


You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Demonstrated experience in developing procedural guidance and assisting in policy development for all payroll matters.
  • Experience working with managers and program officials to implement changes, providing advice where possible, which would reduce any adverse effects.
  • Demonstrated experience applying current and future business processes to ensure new system or enhancements integrates with the various components of the payroll system and meets the agency's business needs.
  • Functional experience working with Federal payroll systems and processes and experience implementing major system changes within financial organizations

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary and is performed, for the most part, while seated comfortably at a desk or table. Some physical exertions include standing, walking, climbing, and lifting.

The ideal candidate possesses in-depth knowledge in the planning, coordination, and execution of business functions. These include resource allocation and production management. They have a profound understanding of Payroll Systems such as the Defense Civilian Pay System (DCPS) Veterans Affairs Time and Attendance (VATAS), CDW, OFMR, HR SMART and others. This encompasses familiarity with the policies, procedures, rules, and regulations pertinent to payroll and HR processing. Ability to effectively prepare written documents, reports, and studies that describe the VA's HR/Payroll and time and attendance processes and system functionality to justify and negotiate approval of changes to processes and systems relating to management of VA's human capital.

The candidate demonstrates excellent written communication skills, expressing facts and ideas clearly and concisely in a well-organized manner. They are knowledgeable about the procedures required for assessing, evaluating, and monitoring programs or projects to ensure compliance with Federal laws, regulations, and guidance.

The candidate is adept at the process of discovery, which involves diagnosing problems or issues, identifying and collecting relevant information, formulating and evaluating alternative solutions or courses of action, and selecting or recommending the most suitable solution or course of action.
