To serve as the senior Quality Assurance Specialist, providing a wide range of QA program planning, development, organizing, coordinating, and execution.

EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
- Reviewing production activities and capabilities in light of contract quality requirements.
- Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
- Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
- Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
- Identifying inadequacies and requesting corrective action.
- Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
- Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
- Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
- Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
SPECIALIZED EXPERIENCE : Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-2, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in monitoring and ensuring product or service quality through activities such as reviewing production capabilities, evaluating inspection procedures, analyzing quality data for trends, and verifying compliance via testing and inspection. It also involves identifying deficiencies, recommending corrective actions, analyzing technical data like blueprints and specifications, investigating customer complaints, and conducting audits of supply systems to ensure operational compliance.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of ISO 9000, AS9100, AFMC Maintenance Standardization Evaluation and Logistics Standardization Evaluation Program, and ALC/Depot quality methodologies, standards, policies and programs, and a working knowledge of organizational Quality Assurance (QA) practices, procedures and processes supporting depot maintenance activities and the group. 2. Knowledge of organizational quality programs, missions, functions, goals, objectives, production processes and material sources, and the ability to incorporate QA and Process Improvement practices to ensure continual improvement throughout the industrial complex. 3. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical production programs. Skill in preparing reports and in organizing and delivering briefings to commanders, directors, and managers, to encourage understanding and acceptance at all levels.
4. Knowledge of Statistical Process Control (SPC) tools such as Histograms, Pareto Analysis Charts, run charts, bar charts, burn up/down charts, cause and effect analysis/control charts, and Root-Cause Analysis and process charting.
5. Knowledge of Safety, Security, and Operational Risk Management (ORM) regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions, mentor, motivate, and apprise the staff of an organization through personal contact. 7. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 8. Knowledge of inspection, audit, sampling, and measurement techniques. 9. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
