Description:

Purpose : To serve as a supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Ground Transportation Element.

Requirements:

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Transportation Specialist Series 2101

General experience is described as: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of general experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include: Comprehensive knowledge of a wide range of vehicle ground transportation concepts, policies, principles, and methodology to identify, analyze, and resolve vehicle operations issues and problems. Knowledge of organizational missions, objectives, and procedures prominent in the DoD Transportation System and vehicle operations functions. Broad knowledge of federal agencies practices and commercial procedures to manage efficient and effective vehicle operations functions. Knowledge of over the road hazardous and or explosive cargo movement procedures and compatibility. Knowledge of tractor-trailer and related load characteristics. Knowledge in using various automated operating systems.
OR
EDUCATION:
4-year course of study leading to a bachelor's degree, in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of a wide range of vehicle ground transportation concepts, policies, principles, and methodology to identify, analyze, and resolve vehicle operations issues and problems.
  • Knowledge of organizational missions, objectives, and procedures prominent in the DoD Transportation System and vehicle operations functions. Knowledge of and skill in using various automated operating systems
  • Broad knowledge of federal agencies practices and commercial procedures to manage efficient and effective vehicle operations that meets customer's needs.
  • Knowledge of over the road hazardous and/or explosive cargo movement procedures and compatibility. Knowledge of tractor-trailer and related load characteristics.
  • Skill in using considerable tact, sound judgment, and mental stability to performing duties efficiently.
  • Ability to work under pressure of heavy workloads, multiple operations, and late changing requirements. Ability to make decisions without hesitation or benefit of complete information. Ability to read and comprehend AF, DoD, and Department of Transportation (DOT) regulations/instructions, and other work-related publications.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
