Description:

The primary purpose of this position is to incumbent serves as a senior legal adviser providing legal advice and support to the Commanders and Staff at AFMC, AFLCMC, AFRL, and other WPAFB organizations on all acquisition law matters.

Requirements:

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). You must provide a copy of your Law School Transcripts.
  • In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as the date obtain is shown and reflects that it is dated within four months of the application and it shows that you are in "active" status. A copy of the Bar Card is not acceptable proof of good standing.

AFI 51-101 General requirements for a NH-04 (GS-14/15) are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of federal acquisition law (including but not limited to: Systems Acquisition; Research & development; facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof).
2. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon research and analysis.
3. Proven skill in effectively communicating, both orally and in writing.
4. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions.
5. Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services.
6. Ability to conduct oneself in accordance with generally accepted standards of professional demeanor.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
