The primary purpose of this position is to provide specialized and professional legal advice and services as senior legal counsel for the Department of the Air Force Office of Special Investigations (OSI) Judge Advocate's Directorate on any and all issues relating to criminal indexing and expungement of criminal database entries.Requirements:
GENERAL REQUIREMENTS:- You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge, at a mastery level of the professional fields of criminal law, litigation, and criminal indexing law, including the ability to conform policy and practice to the confines of the law and regulations, and to apply this knowledge and develop strategies for unique and complex factual predicates in novel and time-sensitive situations.
2. Knowledge at a mastery level of techniques and of various titles of law necessary to independently identify and analyze both issues of fact and issues of law with relation to information law, the Freedom of Information Act, and the Privacy Act.
3. Mastery of the principles, concepts, and methods of legal research of various sources and the ability to perform in-depth legal research in a timely manner.
4. Extensive knowledge of various titles of law and litigation procedures necessary to independently identify and analyze both issues of fact and issues of law with relation to military justice, electronic surveillance, intercepts, complaints resolution, criminal investigations, nuclear convoy missions, civil rights, constitutional law, administrative law, ethics, labor law, national security law, and search and seizure.
5. Knowledge, at a mastery level and skill in fact finding, problem analysis, problem solving, and interpreting laws, directives, and policies, and the ability to apply that knowledge to make decisions or recommendations that may result in significantly changing, interpreting, or developing important public policies or programs. Knowledge of Department of Defense law enforcement and judicial systems and operation procedures, and the ability to work independently to identify issues relevant to the command's multiple mission areas.
6. Ability to independently prepare and present, both orally and in writing, relevant information required to process requests and to provide comprehensive legal opinions on issues related to criminal indexing, criminal law, probable cause determinations, constitutional law, information law, general law, and OSI's full-spectrum investigative and counterintelligence mission. Ability to independently write clear and comprehensive legal reviews, legal briefs, memoranda, instructional material, and other documents relevant to all aspects of the OSI mission and to present high-quality briefings, lectures, and speeches to high-level audiences on short notice.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
- The incumbent must be an attorney and a graduate of an accredited law school. The incumbent must be admitted to the practice of law before the highest court of a state, territory, possession, or commonwealth of the United States, and must maintain an active law license in at least one of the jurisdictions identified above. The incumbent must recertify annually regarding the incumbent's state bar standing.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
