Requirements:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge of the theories and principles of engine management through all project phases. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the engine management program processes. Comprehensive knowledge of the policies, practices, regulations, and laws concerning engine management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate an engine's acquisition and transfer into operational use. Expert knowledge of the application of a wide range of qualitative and quantitative assessment methods sufficient to improve engine planning processes and enhance the quality and effectiveness of complex engine programs. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs to meet strategic goals and plan improvements of Air Force wide programs. Knowledge of AF standardized engine procedures and requirements relate to operating Air Force programs in order to conduct program evaluations, identify problems, and resolve inefficiencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of inventory management principles, procedures, and techniques applicable to aircraft engine management to serve as senior AFGSC and Lead Command Engine Manager.
- Knowledge of budgetary policies and procedures as they apply to the engine overhaul budget and programmed depot maintenance programs to include Air Force directed two-level maintenance concepts, the Comprehensive Engine Management System (CEMS) and the Centralized Asset Management System (CAMS).
- In-depth knowledge of the logistics functions, programs, and systems applicable to product support; and the sources, responsibilities, and means for providing assistance and advice related to life cycle integrated logistics.
- Knowledge of USAF propulsion unit operations including depot engine overhaul program and Propulsion Requirement System (PRS) used to compute spare engine requirements.
- Knowledge of and skill in Theory of Constraints (TOC) principles, practices, methods, and procedures and the ability to plan, organize and reprioritize work to meet changing deadlines.
- Skill in providing engine management advice in terms of oral and written briefings, reports and recommendations to senior leadership.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
