assurance oversight to ensure the continuity of training across different media by evaluating the courseware, Aircrew
Training Device (ATD) specifications, standards, documentation, and contractual capabilities against aircrew Master Tasks
Lists (MTLs).
Requirements:
In order to qualify, you must meet the speicalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Adminstrative and Management Position, GS-1712.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the technical field associated with aircrew training assignments, to include awareness of technological changes or new developments, such as would be gained through extended experience and on-the-job training combined with practice and study; and knowledge required to design and develop training courses or course materials, plan and conduct training program evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Prior C-130 or C-130J aircraft pilot experience desirable. Must have sufficient aircraft systems knowledge to interpret USAF technical orders and possess knowledge of C-130 systems' normal/emergency operating procedures.
2. Must have aircraft systems and operational procedures knowledge to determine training system courseware modification adequacy to meet the performance standards outlined in the applicable MIL/ESD. Experience withC130 or C130J aircraft systems desirable.
3. Must have comprehensive and thorough knowledge of principles, concepts, and methodology related to ISD and skills IAW AFIs in applying this knowledge to plan and accomplish a variety of difficult and complex work assignments.
4. Must have a comprehensive knowledge of methods of instruction and training media (i.e., ATDs).
5. Contract administration experience is desirable. Specifically, should understand the interrelationships of the SOW, SS, clauses, attachments, etc., to Contract Data Requirement Lists (CDRLs), contractor written procedures, AFIs, FARs, etc. A Bachelor's Degree or higher in course work related to the knowledges and skills required for this position is desirable.
6. Quality Assurance experience is desirable. Must have attended or be qualified to attend the Department of the Air Force Quality Assurance Representative for Training Systems schools. Must speak English and possess excellent oral and written communication skill. Must be computer-literate (word processing, data base operations, spread sheets, etc.). Must possess the attributes of inventiveness, initiative, and originality with administrativepotential and instructional abilities. Must possess the ability to apply this knowledge to the training environment and contractualrequirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
