The Administrative Officer is located in the Logistics Service in a Mann-Grandstaff VA Health Care System (VA HCS) Spokane and supported catchment area, and, reports directly to the Facility Chief Supply Chain Officer (CSCO); the position has administrative responsibility, accountability, and oversight for the Logistics programs and activities across the full jurisdiction of the health care system; coordinates and implements all the administrative activities of the service.Requirements:
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 03/02/2026.Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- For a GS-07 position you must have served 52 weeks at the GS-05.
- For a GS-09 position you must have served 52 weeks at the GS-07.
- GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, performance, training, etc.; preparing letters, reports and presentations; development and oversight of process improvement initiatives; retaining procurement records and reconciliations; analysis of operational efficiency and resource utilization; and compliance with accrediting agencies. While performing at the GS-07 level, it is expected that the incumbent will perform the major functions of the position at the full performance level but with significant oversight. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, or, superior academic achievement demonstrating the knowledge, skills, and abilities related to the duties of the position. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond some specialized experience equivalent to the GS-5 grade level but less than one year, and I have more than six months, but less than 1 years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-7 grade level.

Examples of specialized experience would typically include, but are not limited to: making decisions regarding what needs to be done and how administrative processes should be completed; providing staff assistance to operating and management officials by analyzing and evaluating current or projected management programs; coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, performance, training, etc.; preparing letters, reports and presentations; development and oversight of process improvement initiatives; retaining procurement records and reconciliations; analysis of operational efficiency and resource utilization; and compliance with accrediting agencies. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or, 2 full years of progressively higher-level graduate education leading to such a degree demonstrating the knowledge, skills, and abilities related to the duties of the position or LL.B. or J.D., if related OR,

You must have an combination of specialized experience and education beyond some specialized experience equivalent to the GS-7 grade level but less than one year, and I have more than one year, but less than two years of graduate education. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
