THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for an IT Cybersecurity Specialist , Position Description Number D2791000 and is part of the 158th Mission Support Group of the Vermont Air National Guard.
This position is also advertised to Active Guard Reserve Airmen under announcement number MVA-26-06.

OPEN AREAS OF CONSIDERATION: AREA 1, 2Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.
Military Grade: Enlisted: Rank will be individually addressed upon selection up to MSgt/E7
General Experience:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In general, to qualify an applicant for any GS-2210 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following qualification factors are applicable to the Cyberspace positions:
- Skilled in collecting and analyzing data effectively, efficiently, and accurately
- Ability to plan, direct, and coordinate difficult and complex programs
- Ability to develop, apply, and adjust cyber program plans to attain agency objectives
- Ability to select, develop, and supervise a subordinate staff
- Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness
- Ability to make oral and written presentations in a clear and concise manner
- Ability to apply a high level of sound and independent judgment in the solution of cyber program problems and cyber mission requirements
- A broad knowledge of and ability to utilize principles, methods, techniques, and systems
- Ability to write proper English in reports and presentation formats
- Ability to communicate clearly and effectively
- Skilled in training, mentoring, and problem solving
- Skilled in applying procedures and directives by reading and interpreting program
- knowledge of and skill in applying methods for evaluating, implementing, and disseminating IT security tool and procedures; IT security certification and accreditation requirements; network operations and protocols; and computer forensics principles. These are required to be able to develop, implement, and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities; monitor an evaluate systems: compliance with IT security requirements; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; and ensure proper protection of evidence used in investigating computer crimes.
-This is not a permanent appointment.
-This is an indefinite tenure appointment not to exceed 09/30/2027
-The incumbent will be separated at the expiration of the term of appointment.
-This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
-This is an Information Security Workforce position. Selectee must meet position requirements for certification at Level II in Information Assurance Technician (IAT-II) within 6 months or less of appointment to this position. Certification requirements may be found in DoD 8570.01-M Information Security Workforce Improvement Program.
-This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
-Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
