Description:

The position serves as a Supply Management Specialist responsible for managing inventory assets utilizing the Enterprise Logistics Management System (ELMS) for commissaries, field operating activities, and agency headquarters. The incumbent ensures compliance with HQ DeCA accountability policies and procedures, identifies actual and potential problems, and provides appropriate solutions to maintain accurate and auditable equipment records.

Requirements:

You must meet the Office of Personnel Management (OPM) qualifications for series 2003 and additional requirements by the announcement closing date. Experience : One year of specialized experience equivalent to the GS-07 grade level in the Federal service performing duties that include maintaining accountable property records, conducting inventories, applying supply regulations, using automated property systems, and resolving routine accountability issues.
Examples of qualifying experience include:
  • Strong written and verbal communication skills to provide clear guidance on property accountability requirements, ELMS procedures, and inventory processes. Ability to communicate effectively with managers, supply personnel, and stakeholders across headquarters, regions, field operating activities, and commissary locations
  • Demonstrated ability to plan, schedule, and support recurring accountability requirements, including annual capital and tri-annual wall-to-wall inventories.
  • Skilled in reviewing ELMS reports and inventory data to identify discrepancies, analyze root causes, and recommend corrective actions within established procedures.
  • Practical knowledge of supply and property accountability principles, including equipment authorization, receipt, issue, inventory, and disposal.
  • Ability to use automated systems such as ELMS, WAWF, EDA, ETID/EDID, and DERMAS to support documentation and issue resolution.
  • Experience maintaining accurate and auditable property records in DPAS through proper documentation, inventory reconciliation, and compliance with established accountability procedures to support audit readiness.
  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • For GS-9: You must have 52 weeks of Federal service at or equivalent to GS-7.
  • Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a nontemporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
