  • Position is designated Special-Sensitive and requires eligibility to obtain and maintain a Top Secret security clearance for access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the U.S. Air Force as a Testing Designated Position (TDP) under the U.S. Air Force Civilian Drug Demand Reduction Program. As mandatory requirement for employment in a TDP, the incumbent must (A) pass initial urinalysis testing and if requested, submit to short notice drug testing and (B) refrain from use of illegal drugs. The incumbent must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • Work may frequently require travel by commercial or military aircraft in TDY status away from the normal duty station. Deployment to combat and non-combat field or shipboard locations may be necessary to provide on-site assistance during deployment operations. Contacts require travel to other commands and agencies or places of business.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS - 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of command structure, organization, mission, and doctrine governing Special Operations and other government agencies/activities in order develop, coordinate and implement operational plans and policies. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level programs for situational awareness. Knowledge of Joint Special Operations doctrine, tactics, techniques and procedures. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of command structure, organization, mission, and doctrine governing Special Operations and other government agencies/activities in order develop, coordinate and implement operational plans and policies.
  2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level programs for situational awareness.
  3. Skills in designing and conducting comprehensive studies, and preparing solutions to severe Special Operations plans, methods and programs.
  4. Knowledge of Joint Special Operations doctrine, tactics, techniques and procedures.
  5. Leadership ability to plan, organize, supervise, mentor, motivate, direct the functions and appraise the staff in a small to medium size organization through subordinate supervisors.
  6. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. Ability to effectively represent the organization in high-level meetings and conferences and to maintaincooperative relations with all contacts, US and foreign.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
