In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of a broad range of supply program relationships and significant expertise and depth in advanced knowledge of Materiel Management and Supply Chain Operations within the Air Education and Training Command (AETC), operational command staff responsible for developing Air Force personnel and training weapon systems. Recognized functional expert in assessing equipment management and supply chain procedures to perform operational, contingency, and exercise planning. Senior level technical knowledge required to conduct single-handedly manage sustainment requirements for multiple weapon systems at multiple AETC bases to ensure pilot training requirements are met. Assignments involve the management of procedural, operational, logistics, and compliance matters pertaining to overall operations for the Aircraft Logistics Branch specifically the Aircraft Supply Chain Management Section.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Extensive knowledge and thorough understanding of logistics management concepts and supply procedures/automated data systems.
- Skill in designing and conducting comprehensive MAJCOM, Directorate, and AETC retail operational studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.
- Ability to make Air Force and MAJCOM level decisions based on knowledge of Air Force and command program goals and objectives, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
- Ability to chair large teaming efforts, conferences, and meetings with other MAJCOMs, Program Offices, Air Staff and effectively brief senior leadership, to include General Officers.
- Ability to effectively communicate (oral and written), facilitate, arbitrate, and negotiate with tact and diplomacy.
- Ability to develop strategic plans, organize, schedule projects, establish and meet timelines.
