Description:
This position is assigned to the Nonappropriated Fund (NAF) Acquisitions Branch (N945); Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarters (HQ) Contract Specialist providing procurement and procurement-related support to CNIC HQ and FFR activities (including Navy Gateway Inns and Suites (NGIS) and Fisher House); Fleet and Family Support Centers; and the Office of the Secretary of Defense (OSD).Requirements:

- Knowledge of NAF and appropriated fund procurement operations, policies, and procedures.
- Knowledge and application of Federal statutes, Department of Defense (DoD), Department of the Navy (DON), and CNIC procurement/contracting regulations as well as various industry practices, publications, and trends.
- Knowledge and application of automated accounting systems and on-line computer programs.
- Experience and Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.).
- Experience and Skill in analyzing/evaluating records, reports, regulations, and other relevant materials pertaining to procurement/contracting, and in preparing reports.
- Experience and Skill in conducting subject matter related training.
- Applicant must have at least 1 year of specialist experience performing procurement or contracting support duties such as writing solicitation, assisting with negotiations and/or contract administration task.
- Ability to communicate effectively both orally and in writing.
