The primary purpose of this position is to support the morale and special needs of youth (9-18 years of age), parents and the community by providing a comprehensive preteen and teen program that improves and maintains the physical, mental, emotional, and social well-being of the youth serviced by Keesler AFB and reduce the potential for youth engaging in at-risk behavior.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0188 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes 1) Knowledge of youth/teen development theory, methodology, policy, practices and procedures relating to physical, intellectual, social, and emotional development. 2) Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. 3) Ability to implement policies, practices, and procedures in youth/teen programs and safety management. 4) Knowledge of the procedures and ability to recruit, screen and train volunteers to support the teen activities. 5) Ability to communicate effectively, both orally and in writing. 6) Ability to develop and maintain good working relationships and be an effective leader for other staff and volunteers.

EDUCATION:
Successful completion of one full academic year of graduate-level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of specialized experience and education as described above. (Note: You must attach a copy of your transcripts.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of educational and recreational principles, concepts and techniques as related to adolescents.
  2. Knowledge of developmental and behavioral needs of youth 9-18 years of age.
  3. Knowledge of the range of activities and services to meet participants interests and needs.
  4. Ability to provide mature advice and guidance to youth and ability to communicate effectively, both orally and in writing.
  5. Skill in managing financial and physical resources.
  6. Ability to develop and maintain good working relationships and be an effective leader.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
