This vacancy is for a GS-132-12/13, Intelligence Operations Specialist (Counterintelligence Agent), located in the Department of Homeland Security (DHS), United State Coast Guard (USCG), Assistant Commandant for Intelligence (CG-2), Coast Guard Counterintelligence Service (CGCIS),National Capital Region (NCR), Washington, DC.

Requirements:

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Knowledge of CI/HUMINT policies and procedures.
  • Knowledge of the authorities and activities of an organization and its relation to the National Intelligence Community.
  • Knowledge and understanding of disclosure and security guidelines.
  • Planning, implementing and maintaining databases required to process all-source material to produce intelligence.
  • Researching intelligence gaps, proposing collection requirements to fill gaps, and developing and methodologies to cope with the gaps.
  • Collaborating with external stakeholders to appropriately address their requests for information and ensure that their requirements are met.

Specialized experience must include the following:

  • Develops and applies CI/HUMINT policies and procedures.
  • Independently executes CI investigations and CI/HUMINT operations.
  • Represents the organization and directs liaison with the National Intelligence Community.
  • Serves as an authority on disclosure and security guidelines.
  • Designs, directs, and manages databases required to process and exploit all-source material.
  • Independently identifies and investigates intelligence gaps.
  • Leads collaboration with external stakeholders on complex and sensitive information requests.
NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
