Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as air and space superiority; intelligence, surveillance, and reconnaissance (ISR); rapid global mobility; global strike; command and control; airlift; aeromedical evacuation; aerial refueling; air mobility support to special operations; global mobility response; cyberspace tactics, techniques, procedures; information operations tactics, techniques, procedures; Cyber Integration; Offensive Cyberspace Operations, Defensive Cyberspace Operations, Department of Defense Information Networks Operations; Planning, Programming, & Budgeting System (PPBE), acquisition; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as air and space superiority; intelligence, surveillance, and reconnaissance (ISR); rapid global mobility; global strike; command and control; airlift; aeromedical evacuation; aerial refueling; air mobility support to special operations; global mobility response; cyberspace tactics, techniques, procedures; information operations tactics, techniques, procedures; Cyber Integration; Offensive Cyberspace Operations, Defensive Cyberspace Operations, Department of Defense Information Networks Operations; Planning, Programming, & Budgeting System (PPBE); acquisition.
  2. Knowledge of strategic planning/assessment; operational planning/assessment; developing sequence and timing of key strategic/operational/tactical events and milestones; how human and computer networks function; how to achieve desired effects and avoid undesired effects in human and computer networks; and the relationship of the various command entities involved in overall program planning and execution of military operations.
  3. Knowledge on integration of space, cyberspace, electronic warfare, and air mobility operations in cyberspace of the information environment to achieve desired effects in a contested, degraded, and operationally-limited environment.
  4. Ability to skillfully communicate threats, vulnerabilities, risk, operations, and technical details in cyberspace or the information environment orally or in writing to Airmen and civilians regardless of whether they possess a technical or non-technical background.
  5. Ability to understand what happened in the past while maneuvering between what is feasible today and what will be feasible in the future so as to both identify gaps and seams in current strategies, concepts, and plans and generate valid solutions which others may not see.
  6. Ability to maintain positive working relationships while effectively and unemotionally negotiating issues that are both complex and elicit an emotional response with civilians and Airmen regardless of their rank, intransigence, or position in the organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
