Description:

This position is located in the U.S. Patent and Trademark Office (USPTO) within the Office of Application Processing for Patents (OAPP), Office of Data Management (ODM). The incumbent will serve as a Data Operation Program Manager who will be responsible for managing and directing the activities of staff members responsible for the improvement through all phases of acceptance of contractor deliverables and improving the use of information technology within the Office of Data Management.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:
  • Leading the planning and budgeting efforts, applying strong management and organizational principles and a thorough understanding of planning, programming, and budgeting rules; and
  • Advising leadership on resource needs and priorities to achieve program objectives; and
  • Supervising staff responsible for production and quality-control activities, assign tasks, monitor performance and ensure work meets standards and timelines; and
  • Developing and implementing process improvements to acceptance and processing workflows, including technology upgrades to increase efficiency, data accuracy and timeliness.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
