This vacancy is for a GS-1102-11, Contract Specialist located in the Department of Homeland Security, U.S. Coast Guard, FORMAL CONTRACTS II BRANCH-1 in WASHINGTON, District of Columbia.

Requirements:

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. EDUCATION:
You must have completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants who have been in a GS-1102 position at a GS-12 or lower grade level since January 1, 2000, without a break in service only need to meet the additional requirements in order to qualify.

OR

To substitute education for specialized experience, completion of 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

You can also qualify based on a combination of progressively higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore, courses completed at the DAU are not creditable towards meeting the 24-semester hour requirement, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript. All qualification requirements must be met by the closing date of the announcement.

AND

To qualify at the GS-11 grade level: In addition to basic requirements: Applicants must have 1 year of specialized experience equivalent to the GS-09 grade level in the federal service. Examples of specialized experience should demonstrate or include knowledge of contracting principles, laws, statutes, Executive Orders, regulations and procedures applicable to pre-award and/or post-award actions; conduct studies and develop standard methods and operating procedures.

Specialized experience should demonstrate one or more of the following:

  • Cradle to Grave contracting. Managing all phases of the acquisition and procurement process for a wide variety of supplies and services, from acquisition planning through contract closeout.
  • Develop acquisition plans, procurement milestones, and budget estimates, collaborating with program offices and customers to ensure alignment with mission objectives and successful outcomes.
  • Implement approved contracting strategies by preparing solicitation documents, pricing arrangements, incentives, set-aside considerations, subcontracting requirements, source selection plans, and all required provisions, terms and conditions.
  • Lead or participate in source selection teams, publicize requirements, analyze offers, prepare negotiation positions, evaluate technical and price/cost proposals, negotiate fee or profit, resolve technical issues, and execute formal contracts.
  • Conduct comprehensive cost and pricing analyses, evaluate contractor proposals and financial capabilities, and participate as lead negotiator to ensure best value and fair, reasonable contract arrangements for the government.
  • Perform detailed contract administration, including monitoring contractor performance, reviewing payments and change orders, and providing recommendations to ensure compliance with established terms and conditions to ensure successful completion of all deliverables.
