The Office of Human Resource Management (OHRM) is seeking a motivated individual to serve as a Human Resources Specialist/Senior Human Resources Specialist (Employee & Labor Relations) within the Workforce Relations and Development Branch. This is a temporary detail opportunity not to exceed 120 days, with the possibility of extension for up to one year.Requirements:
To be eligible, applicants must currently hold a position at the EL/GS-12, 13, or 14 grade level. Candidates may only apply at their current grade level.The ideal candidate will have experience or exposure in one or more of the following areas:
- Providing labor and employee relations advice and services to managers, supervisors, and employees by interpreting laws, regulations, and policies to resolve conduct, performance, grievance, and workplace relations issues.
- Supporting labor-management relations by advising on collective bargaining, grievances, arbitration, unfair labor practices, and changes in conditions of employment to maintain effective working relationships and comply with labor relations requirements.
- Researching and interpreting employee and labor relations case law, policies, and trends by conducting analyses and recommending program or policy improvements to support consistent application and improve workforce relations across the organization.
- Representing management and serving as a program liaison by participating in meetings, coordinating with internal and external stakeholders, analyzing data, and briefing leadership to support agency-wide labor and employee relations programs and initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
