The incumbent serves as the Morale, Welfare and Recreation (MWR) Director for Naval Station Norfolk and is responsible for the leadership and direction of the Quality-of-Life programs.Requirements:
Specialized Experience Required: You must meet the following requirements by the closing date of this announcement. One year of specialized experience demonstrating the ability to perform the duties of this position. This experience must be directly related to the work of the position. Experience must show progressively responsible administrative/management work.Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess:
- Knowledge of Navy MWR management practices, theories and techniques which provide a basis to assist in planning and implementing ashore MWR programs. This includes detailed knowledge of Program Policies, Instructions and Operating Manuals.
- Knowledge of NAF and APF funding sources and procedures for securing funding through chain of command.
- Skills in prioritization of effort, interpersonal communications (written and oral), customer relations and conflict resolution.
- Knowledge of the Navy military organization and function; and Navy policies and procedures for directing proper administration ashore.
- Knowledge of ashore commands' environment, routines, and organizational structures.
- Ability to identify and solve problem areas. Ability to deal effectively with all levels in the chain of command. Innovation and high degree of perception to identify and recommend management improvements that have the potential to improve all Navy commands.
- Ability to direct and coordinate difficult and complex programs and ability to develop, apply and adjust plans and policies to attain objectives.
- Ability to make decisions or recommendations which have/will have a significant impact on recreational services policies or programs.
- Ability to work as a team player within the organization.
- Skill in the use of MS Word, Excel, Power Point and SAP financial software.
- Ability to execute duties as a Contract Officer or Contract Officers Representative, for official Navy contracts, as needed.
