In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Comprehensive knowledge of the Federal, DOD, and Air Force financial programs. Comprehensive knowledge of laws, regulations, policies, issues relating to financial resource management. Knowledge of, and skill in applying, advanced human financial resource principles, concepts and practices to serve as the HQ USAF focal point for policy and technical guidance on implementing and administering travel and transportation policy, civilian overseas allowances, civilian relocation, civilian injury and unemployment compensation and mass transportation benefits. Skill in maintaining AF-wide policy for a wide range of programs that is responsive to changes in mission and business practices. Ability to identify and propose solutions to HRM problems and issues that are broad, important and severe and for which previous studies and established techniques are frequently inadequate.
Ability to advise MAJCOMs, servicing personnel center and installation-level personnel on the accepted principles
and rules of judgement in analyzing contentious and complex programmatic changes
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, regulations, principles and practices governing travel, transportation, civilian overseas allowances and civilian relocation.
2. Knowledge of mass transportation benefits and civilian injury and unemployment compensation concepts and policies and their relationship to the budget process and information systems.
3. Knowledge of the budget process and civilian career programs as it relates to civilian relocation.
4. Skill and ability in analyzing issues and formulating solutions to Human Relations Management (HRM) problems.
5. Skill and ability in written and oral communication to advise MAJCOMs, personnel center and installation-level personnel.
