Incumbent will serve in developmental assignment and will perform the duties outlined in the target grade position description under closer supervision. Assignments are given with more specific instructions and guidance until the incumbent has gained familiarity and experience with the work and can perform all duties at the full performance level as described in the target position description. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2026.Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For a GS-05 position, you must have served as a GS-3 or higher.
For a GS-06 position: you must have served 52 weeks at the GS -05.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
One year of specialized experience in VA Fund Controls, Cost Accounting, and Budget Administration; knowledge of maintaining records; and use of various software applications, databases, and automated systems to accomplish work is preferred but not mandatory.
You may qualify based on your experience and/or education as described below:
- Specialized Experience GS 5: You must have one year of specialized experience equivalent to at least the next lower grade GS 4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with maintaining budgets; working with purchasing requests; entering budgetary transactions into a computerized budgeting system; performing clerical duties in support of finance or accounting operations; and preparing correspondence. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
- Specialized Experience GS 6 : You must have one year of specialized experience equivalent to the GS 05 grade in the federal service. Examples of specialized experience would typically include, but are not limited to: administering and maintaining budgets from various function sources; working with purchasing requests; entering and tracking budgetary transactions into computerized budgeting systems; performing clerical duties in support of finance or accounting operations; and preparing correspondence and reports.

- Education for GS 05 only: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years above high school in any field which high school graduation or the equivalent is the normal prerequisite. The education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .

Preferred Experience:
Experience as a budget technician/assistant administering a budget for a food/nutrition operation within a healthcare environment involving several fund control points. Tracks expenditures and compares them with budgeted, and on-hand inventories Reviews fund requests for adequacy, completeness and conformance with procedural and technical requirements. Ensures control of funds are used according to appropriate operating plans and regulations. Maintains a procurement system. Records, reports, processes, and keeps track of budgetary transactions to include credits, receipts, transfers, allotments, withdrawals, obligations and outlay of funds.
Maintains various reports and uses ledgers to account for cost accounting operations. Complies, consolidates, checks and arranges funding data in requests to cover projected annual expenses. Utilizes a variety of computerized accounting/financial/budget systems, applications and/or software for tracking, maintaining, reporting purposes, Performs clerical duties such as preparing various correspondence, preparing/processing vouchers and various forms.
Experience as a budget technician/clerk assisting with administering a budget. Tracks expenditures and compares them with budgeted, projected, and on-hand inventories. Reviews fund requests for adequacy, completeness and conformance with procedural and technical requirements. Ensures control of funds are used according to appropriate operating plans and regulations.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Occasionally requires carrying of light objects such as files, books and papers. Work involves bending, stooping, standing, walking, carrying less than 15pounds and using a computer terminal.
