You will serve as a Supervisory Logistics Management Specialist of NAVSUP AMMO LOG CENT MECH.Requirements:
Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a mastery knowledge of logistics infrastructure, logistics processes, DoD and DoD ammunition organizational relationships, and logistics information systems requirements throughout the Department of the Navy and among the DoD components as well as Naval and DoD ordnance organizational relationships and responsibilities.- Mastery knowledge and understanding of the Planning, Programming, and Analyzing of various Budgeting System (PPBS), DoD and NAVCOMPT accounting systems, and the relationships of DoD, JCS, Department of the Navy in order to effectively oversee the development of the department's funding, staffing, and facility needs required to carry out tasks associated with the NALC mission.- Ability to plan and direct difficult, advanced logistics or systems projects and in leading or directing organizations, professional and technical work groups, and or project teams or study groups in order to resolve significant problems in existing logistics processes, systems or to develop new systems.- Ability to plan and direct difficult, advanced logistics or systems projects and in leading or directing organizations, professional and technical work groups, and or project teams or study groups in order to resolve significant problems in existing logistics processes, systems or to develop new systems.- Ability to communicate effectively and efficiently, both orally and in writing, with a broad range of personnel, at all grade levels with varying backgrounds and skills. This ability is required to defend decisions, elicit cooperation from others, negotiate with individuals having opposite viewpoints and to make stand-up presentations, briefings, speeches, etc. to a wide variety of key individual and groups.- Expert knowledge of executive/management policies, procedures and techniques involving information gathering and analysis; organizational structuring; policy and procedure development; scheduling and work assignment; long-term, intermediate and short-term planning; productivity measurement and analysis; etc. in order to plan operations; establish policies, procedures and priorities; assess and improve productivity, effectiveness, and efficiency; establish subordinate organizational structure; and establish specific functions of subordinate organizations.- Expert knowledge of human capital management and the means of assessing subordinate operations in order to obtain and use resources efficiently and effectively, to ensure goals are being reached and plans are implemented in an effective and efficient manner, and to reallocate existing resources to meet changing demand signals from mission partners.- Comprehensive knowledge of recruitment and selection procedures; of affirmative action and EEO goals, policies and procedures; of budgeting policies and procedures; etc. This knowledge is necessary to manage subordinate personnel and assigned functions as effectively as possible given various resource constraints, and to prepare and defend justifications. Ability to analyze and interpret quantitative data and trends to optimize support for peacetime and wartime missions and to adjust staffing levels and duty locations of existing billets to meet worldwide waterfront and shore station ordnance support.- Thorough knowledge of various EEO and personnel policies and practices in order to delegate work, set performance standards, oversee subordinate employee appraisal, structure positions, establish adequate career development opportunities, assure that subordinates are properly trained, assure that EEO policies and procedures are followed.- Ability to establish and monitor an effective evaluation program, analyze data derived from such a program, and take whatever action is deemed necessary to correct any deficiencies.Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series
