Description:

This position is located with Bonneville Power Administration, in Transmission Long-Term Commercial Planning (TPLC) organization of Transmission Long-Term Planning (TPL), Planning & Asset Management (TP), Transmission Services (T).

A successful candidate in the Public Utilities Specialist (Business Analyst) position will serve as a business analyst responsible for the leadership, innovation, governance, and management to identify, evaluate, document and track requirements across all projects.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: applying concepts, practices, laws, regulations, policies, and precedents applicable to 1) business management, including business case preparation; financial analysis and decision-making, risk assessment, internal controls, policies, and practices to integrate them into project management activities and 2) conducting organizational development and change management principles to recommend the best options for planning and implementing organizational, procedural, and cultural changes over a multi-year transitional period.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
