The primary purpose of this position is to: To serve as lead Human Resource Specialist (Military) in the Reserve Service Programs Branch HQ Air Reserve Personnel Center.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience include 1) Providing knowledge of, and skill in applying military personnel regulations and procedures relating to transactions processed. 2) Applying knowledge of military organizational structure, protocol, and similar matters. 3) Administering knowledge of general office administrative and clerical procedures. 4) Using knowledge of military personnel automated systems and of various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 5) Communicating effectively, orally and in writing with significant ability to deal effectively and tactfully with civilian/military personnel of all ranks and at all command levels. 6) Entering and retrieving personnel action data and correcting data errors in data systems. 7) Interpreting and applying moderately complex directives pertaining to the area of responsibility.

EDUCATION:
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position. COMBINATION OF EXPERIENCE AND EDUCATION:
Combination of experience and education to meet the qualifications of the position. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Comprehensive knowledge of major HR law, rules, policies, procedures, objectives and peculiarities relating to Reserve Service Program processes for IRR and Standby members, advise lower grade personnel, handle unprecedented or unusual situations/issues and interpret and adapt various guidelines to case oriented issues.
  2. Ability to select the law regulation, procedure or precedent that applies to specific cases.
  3. Ability to gather, analyze, interpret, and summarize complex data and develop/present findings and prepare reports.
  4. Ability to understand and further management goals, motivate, train and work effectively with subordinates; and plan and organize.
  5. Ability to work under pressure of deadlines and suspenses.
  6. Skill to communicate effectively, both orally and in writing. Knowledge of personal computers, various software programs and office automation tools to create, modify and edit various forms, letters and other personnel documents and support automated operations/tasks.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
