The primary purpose of the position is to provide assistance and support to the ACOD/GPM and to all ambulatory care services in the facility and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The incumbent is responsible for Primary Care, Mental Health, Surgery, Medicine or Ancillary ambulatory clinics oversight and integration into an efficient Clinic Practice Management (CPM) model.Requirements:

For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. Applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration.
Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration).
OR ,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to meeting the IOR requirement, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation.
Specialized Experience Requirement, GS-11 : To qualify for this position at the GS-11 grade level, applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: maintaining an effective clinical directives program, serve as a management representative on various medical center committees, coordinates implementation of agency programs, and analyzes/evaluates methods for assessing program development and the execution for improving organizational effectiveness and efficiency in coordination of health care delivery systems and operations; assisting executive management with administrative problems that arise, providing recommendations for solutions and is a contributor in the decision making process. Perform analysis of all areas of management including planning, organizing, implementing, coordination, and data gathering to improve medical and administrative processes through the use of data analysis. Bring controversial information or findings to the supervisor's attention for direction. Develops requests and documentation for manpower and material resources utilization, budgeting, management communications, performance reports, and programmatic objectives and policies. OR, - Education: A PhD or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a PhD. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Examples: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. A copy of your transcript(s) is required. OR,
- Combination: Equivalent combinations of education and specialized experience (as described above) to meet the requirements. This may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the GS-11 grade level; then determining the applicant's education as a percentage of the education required for the GS-11 grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-11 grade level.
Specialized Experience Requirement GS-12 (Full Performance Level) : To qualify for this position at the GS-12 Full Performance Level, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Demonstrated experience applying knowledge of health care principles in the analysis and evaluation of problems in the health care industry and recommending solutions; demonstrated experience applying communication skills in presenting information and recommendations; demonstrated experience managing components of projects within a health care delivery system; demonstrated experience applying business principles such as financial, human resources, organizational governance, strategic planning, information management, risk management and quality improvement in a health care setting.

You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
