Description:

The employee serves as Chief, Outpatient Section, Business Office. The incumbent has full responsibility for organizing, planning, directing and controlling work related to processing and admitting patients, outpatient clinic scheduling and processing admissions, transfer of patients, coordinating fee basis activities, beneficiary travel voucher requests, Patient Care Management Module (PCMM) activities, clinic profile management, three VA staff CBOCs, and public relations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 for the GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Incumbent assists in formulation and development and implementation of major administrative policies for the Patient Access & Enrollment Program. Evaluates areas where policies and operations procedures are needed or revisions are indicated. This is achieved through a continuous study of operations with a view toward providing the best possible health care services to eligible services.
  • Incumbent possesses authority to make changes in the organization of work for better utilization of space, fiscal resources and personnel, with the primary goal of attaining efficiency of patient processing and delivery of timely, compassionate and competent ambulatory care.
  • Applies effective management techniques designed to ensure maximum and efficient utilization of personnel, reductions in cost, elimination of waste and overlapping of services, planning for adequate clinical space, improvement of operation, and development of proposed policies in terms of a positive long-range impact of the program. Reviews work of employees for quality and quantity.
  • Directs and performs program cost analysis projects, or performance of cost benefit or
    economic evaluations of programs. Independently and collaboratively conducts cost­ effectiveness studies for operating administrative programs with a regional or equivalent impact. He/she considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts and concerns related to other organizational components.
  • Advises operating officials in the development of programs and recommends corrective actions when deficiencies arise.
  • Develops, implements, monitors and reports on program goals established for purchased care section. He/she develops section level long and short-range goals in conjunction with the short and long-range goals of the organization. He/she is responsible for preparation of statistical data in an accurate and clearly organized manner for the purpose of reporting to the Director, Associate Director and Chief Business Office.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves prolonged standing, extensive walking, bending, lifting, patient transfers, carrying items such as walkers and equipment, pushing wheelchairs and gurneys, and driving people mover shuttle cart. Occasional working parties involving loading and unloading of donations, supplies & equipment for on-site and community events. Occasional use of motor vehicles may be required.
