The primary purpose of this position is to serve as an Intelligence Oversight (IO) subject matter expert for Joint Task Force North (JTF-N), a Joint Command, focusing on law enforcement and interagency cooperation to combat international drug trafficking and related counter transnational organized crime (CTCO) operations with emphasis on the interior of Mexico.

Requirements:

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive understanding of military command missions, transnational threats, and the intelligence cycle, including planning, collection, analysis, dissemination, and evaluation. Mastery of intelligence oversight laws, policies, and directives-such as Executive Order 12333, DoDD 5240.01, and related regulations-is essential, along with expertise in intelligence analysis methodologies like link analysis, trend analysis, and database manipulation; s familiarity with joint operations, the intelligence community, and all-source collection systems, including SIGINT, MASINT, IMINT, and HUMINT, as well as proficiency in handling classified and law enforcement-sensitive data in compliance with DOD and law enforcement policies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of joint operations, current intelligent community issues, support to the full spectrum of military operations, and current intelligence to include policies, entities, missions, and resources, with a focus of major transnational threat issues.

2. Knowledge and mastery of the intelligence career field with a specialization in EO 12333, DoDD 5240.01, DoDM 5240.01, DoDD 5240.1-R, DoDD 5148.13, DoDD 5200.27, N&NC Instruction 14-103, and any other applicable statutory law, policy, procedures, organization, intelligence and doctrine as it relates to DOD Intelligence Oversight.

3. Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation) and the principles, concepts and methodologies of intelligence analysis to include link analysis, tolls analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation.

4. Knowledge of all-source collection systems (i.e. SIGINT, MASINT, IMINT, and HUMINT), requirements formulation, validation and review processes within the Services, DOD, and national arenas to include Intelligence production process and the relationship of that process to ad hoc and standing collection requirement.

5. Knowledge of Intelligence Community databases, specifically those systems used to analyze transnational threats which require handling of classified and law enforcement sensitive data in accordance with established DOD procedures and law enforcement policies and procedures.

6. Ability to effectively communicate, both written and oral, on a daily basis, and represent the command at meetings with other intelligence, law enforcement, and partner nation organizations. Ability to plan coordinate and execute training to a multi-service, multi component, geographically dispersed organization using all approved methods and means available, while developing innovations to further understanding of intelligence oversight across a joint command. Ability to coordinate, plan, and execute all duties and responsibilities with minimal assistance to include traveling to CONUS and OCONUS locations.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment. Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

3. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.

4. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
