The primary purpose of this position is to operate, dispatch, and document utilization of a variety of gasoline, diesel, or electric powered wheeled vehicles to transport cargo and passengers on and off the installation.

Requirements:

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the a bility to do the work of the position without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Operation of motor vehicles, work practices (includes keeping things neat, clean, and in order), ability to interpret instructions, specifications, etc. (related to mobile equipment operation), ability to drive safely (Motor Vehicles), ability to operate safely (non-motor vehicle) and reliability and dependability.

Ideal Candidate:
Knowledge of the height, weight, width, and length of the vehicles in order to judge overhead and side clearance, the turning radius, braking distance, and safe distance to be maintained from other vehicles.
Knowledge of federal, state, and local safety and traffic rules and regulations for operating vehicles. Skill in recognizing developing hazardous road and traffic conditions, and the judgment to adjust driving methods to the practices of surrounding traffic, and to select alternate routes to avoid potential problems.
Knowledge of and skill in loading and arranging cargo properly onto the vehicle using appropriate tie-downs such as chains, binders or straps for safe transit of cargo to prevent shifting, protect cargo, and mark dangerous or protruding cargo.

KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
  1. Knowledge of and skill in operating buses capable of carrying 16 or more passengers or other vehicles with a GVW of more than 32,000 pounds.
  2. Knowledge of and ability to apply rules and regulations relative to the official use of government vehicles.
  3. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo.
  4. Knowledge of passenger safety rules including those regarding the use of seatbelts.
  5. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle (including
    buses) and fork lift operation.
  6. Knowledge of and skill in operating one or more electric, LPG, gasoline, or diesel powered fork lifts typically
    capable of lifting less than 10,000 pounds as high as 168 inches.
  7. Skill in using a variety of transportation-specific computer programs.
  8. Ability to judge road/traffic conditions and read maps to determine the shortest and safest route.
  9. Ability to interpret instructions, specifications, etc. related to motor vehicles, including buses, tractor trailer,
    fork lift, and power take-off unit operation and preventive maintenance.
  10. Reliability and dependability to arrive at stops within prescribed time frames and to meet pickup and delivery
    deadlines and schedules.
  11. Ability to judge aisles, doorways, loads and load balance, and operate controls to maneuver fork lift trucks.
  12. Ability to communicate effectively both in writing and orally and be courteous and responsive to the needs of
    the passengers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
