The White House's Office of National Drug Control Policy, Office of Performance and Budget (ONDCP/OPB) seeks Program Performance Analysts at the GS-09 through GS-13 levels for multiple six-month, non-reimbursable* detail positions, with an additional six-month option to extend. Requirements:
This opportunity is open to any Federal civil service employee who is a U.S. Citizen and eligible for a detail assignment. Full-time details are preferred; however, opportunities exist for part-time details (e.g., 32 hours/week).Ideal candidates will have the ability to provide detailed program performance analysis. The ideal applicant would have demonstrated experience with some of the following:
- Establishing and executing on Government Performance and Results Act (GPRA) measures;
- Supporting the identification of evidence-based and evidence-informed practices within grant and other programmatic activities;
- Designing, implementing, and utilizing data collection instruments;
- Stakeholder engagement and feedback;
- Interagency communication and collaboration;
- Working on high-visibility projects and products;
- Developing and applying performance management strategies and solutions to address performance management challenges and improve program effectiveness;
- Communicating complex and/or technical information to a broad range of audiences;
- Managing relationships and customer service with key internal and external stakeholders;
- Developing and delivering briefings, status reports and correspondence to managers;
- Conducting diverse activities simultaneously and responding rapidly to varying, often time-pressured, assignments;
- Conducting evaluation and analyses of issues involving programs and policies; and
- Drafting and presenting succinct written products to describe and summarize analyses, policy options and implications, and recommendations on such issues.
For the GS-09: Must currently hold a GS-09 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.
For the GS-11: Must currently hold a GS-11 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.
For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.
For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement. Qualified candidates interested in this detail opportunity should first seek tentative approval from their leadership to participate. OPB and ONDCP leadership will review submitted resumes and may reach out to the applicant to conduct an interview if the applicant appears qualified for the position. ONDCP will follow up with all applicants regarding final determinations.
