Description:
This position manages the information systems and data resources that support the National Center of Excellence for Liquefied Natural Gas (LNG) Safety (Center) at PHMSA's new office site in Lake Charles, LA.
Requirements:
For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
- Supporting large, multi-source data into clear, actionable findings presented through interactive dashboards and reports.
- Demonstrating gaining experience with various tools to create interactive dashboards.
- Translating complex data into understandable information to support reliable reporting and analytics.
- Developing skills in data quality checks, validation, and reconciliation to help ensure report accuracy and consistency.
To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
- Describing experience translating large, complex data sets from multiple sources into clear, actionable insights through interactive dashboards and reports.
- Leading advanced analysis and identifies certain insights in data sets to find correlations/trends.
- Leading and develops documentation of data sets.
- Communicating complex technical concepts in clear, non-technical terms to leadership, program staff, and end users.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
- Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.
- Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
- Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
