The primary purpose of this position is: To serve as the Technical Director of the 595th Strategic Communications Squadron for Airborne Nuclear Command, Control, and Communication Systems. Performs as principal advisor to 95th Wing Deputy Commanders, Air Force Global Strike Command, Air Force Material Command E-4B Systems Program Office, and Program Management Offices.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of logistics and sustainment, and capable of leveraging and implementing those practices while supporting and advising Wing leadership on issues and challenges affecting said mission sets and organizations. Expert knowledge of management principles, organizational theory and practices, along with knowledge of standardized administrative practices and procedures to accomplish assigned duties and to identify, analyze, and recommend solutions to problems in the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the production organization and the ability to plan, organize, and reprioritize work to meet changing deadlines to include coordinating with all departments both internal and external and all operational methods and procedures, labor, machinery, and manpower and material requirements that is both comprehensive and intensive for the repair, overhaul, and upgrade of a variety of very complex cryptographic controlled items that provide secure network, voice and data communication capabilities to combat and strategic aircraft and weapon systems.
  2. Knowledge of industrial and related work processes, facilities, methods, equipment, and manning requirements to effectively manage, document and control the configuration of 150+ CCI assets valued at over $1.8M. Functions, evaluates, and recommends solutions to problem areas within the work center and database management team.
  3. Knowledge of supply operations and technical program requirements to apply established supply policies and procedures to ensure parts/ material support for production operations and for items that are urgent, critical, or require special handling.
  4. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment for the E-4B aircraft and ASC-46v1 Weapon System CCI assets.
  5. Knowledge of required security and safety regulations, practices, and procedures.
  6. Skill in critical thinking and making touch decisions, and analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
