The primary purpose of this position is to serve as the Chief Innovation Officer for Air Mobility Command (AMC). This position is physically located with the AMC staff and is responsible for formulating program goals, plans, and policies to develop, monitor, and sustain the AMC Innovation Charter.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions , Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 , or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of innovation theories, technologies, methods, and current best practices to apply to broad and difficult assignments involving internal and external systems. Mastery knowledge of strategic planning, and organizational change principles to develop innovation business policies in very difficult assignments, and lead and participate as a technical expert in interagency, inter-service, academia, industry, and research groups, making significant innovative recommendations. Expert skill to plan, organize and oversee team study work and to negotiate effectively with senior leaders to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with desires of activities studied.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of AMC command program goals and objectives and how they affect AMC innovation program goals. Knowledge of the mission, roles, functions, organizational structures, and operation of the organizations that govern, interface with, and/or influence the innovation project/program process.

2. Expert level knowledge and skill to gather, assemble and analyze facts, draw conclusions, devise solutions to problems that require interpretation or extension of policy guides, and substantial modification of techniques and procedures. Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream
mapping.

3. Mastery knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Demonstrated experience in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. Knowledge of automated systems and programs including information management, project tracking, and other
software programs.

4. Extensive knowledge of the major issues, program goals and objectives, work processes and administrative operations of units supported by the Chief Innovation Officer. Expert knowledge of qualitative and/or quantitative methods for assessment and improvement of complex management processes and systems.

5. Skill in explaining and justifying program changes in terms of the management benefits to be derived from them. Skill in organizing conferences and workshops as well as chairing or facilitating work groups, committees, processes, and action teams.

6. Expert level knowledge of innovation processes and skill in applying laws, concepts, principles and contracting policies, regulations and practices for programming innovation projects sufficient to serve as an expert in developing project specifications and criteria. Expert level analytical skills to be able to continually analyze the status of the AMC innovation efforts to determine areas for improvement by greatest need. Ability to direct the accomplishment of analysis studies and reports relating to innovation requirements. Ability to analyze complexities of existing programs. Reviews, revises, initiates plans for enhancements and provides management thoroughly prepared budget recommendations. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
