This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), Position Description Number D2055000 and is part of the Florida National Guard.

Requirements:

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.

PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation : Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at actch87@gmail.com.

Military Grades: Enlisted: E1 thru E5

GENERAL EXPERIENCE: Must have progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-05 : Must have at least one year of specialized experiences at the GS-04 level or the equivalent which provides knowledge and/or experience education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving, and distributing mail and maintaining records. Experience following oral or written instructions to accomplish work. Experience establishing and retrieving files and information. Experience using common computer software designed for word processing.

SPECIALIZED EXPERIENCE GS06 : Must have at least one year of specialized experiences at the GS-05 level or the equivalent which provides knowledge and/or experience working independently and setting priorities with very little supervisory control; experience researching and obtain all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended.

SPECIALIZED EXPERIENCE: GS-07: Must have at least one year of specialized experiences at the GS-06 level or the equivalent which provides knowledge and/or experience planning, organizing, and administering the military personnel program for the organization; experience reviewing a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, medical evaluations, line of duty actions, security clearances, awards and decorations, retirements, etc.

MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade__07__.

STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

TEMPORARY PROMOTION- For Title 32 and/or Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 32 and/or Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 and/or Title 5 position once the incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 5 excepted civil service accepts this position, he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
