To be eligible at the GS-13 level, you must meet at least ONE year of specialized experience.Specialized Experience : One full year of specialized experience equivalent to the GS-12 level.
Specialized Experience is defined as experience performing a variety of Information Technology (IT) tasks with the knowledge of IT Systems/Network Administration. Maintaining network architecture and infrastructure, configuring and maintaining servers, hubs, routers and switches. Performs network diagnostics and resolves network problems. Plans and schedules the installation of new or modified hardware, operating systems and applications software. Monitors functionality, security and integrity of internet services. Manages internet servers and troubleshoots and resolves problems with the delivery of intranet services. As well as developing and maintaining USAO-levels strategic plan.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
