The primary purpose of this position is to serve as a command headquarters level senior aeromedical evacuation joint exercise specialist, applying health services administration, medical readiness, flight technician/nurse or rated Air Force aviator experience.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations Series, 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 , or equivalent in other pay systems. Examples of specialized experience includes; experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Knowledge of AE operations, practices, policies and planning functions to develop, integrate, and coordinate aeromedical evacuation training and exercise plans and programs. Knowledge of the procedures related to AE flight and patient handling, routing, processes, and patient movement programs; weather and its effect on flying medical operations; airfield conditions; domestic and foreign heads of state security and how they affect safe flight and medical operations. Mastery and knowledge of Air Force aeromedical airlift/transportation operations policies, concepts, principles and methodologies applicable to AE/air transportation operations under peacetime and wartime conditions to relate to and integrate with realistic exercise scenario development and build.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of and skill in the applications of Health Services Administration, Medical Readiness, Aeromedical Evacuation (e.g., flight nurse or technician) or Air Force rated aviator expertise as it applies to the assigned air transportation operations area.
  2. Knowledge of Air Force and DOD air transportation/aeromedical evacuation operations policies, procedures, and programs as they relate to command exercise and training goals and objectives. Ability to evaluate the effectiveness of exercise planning actions related to projected and actual events.
  3. Knowledge of the relationship of the various command entities involved in air asset scheduling and planning, aeromedical evacuation, and execution of joint exercise operations.
  4. Knowledge of aeromedical evacuation operations involving air assets, en route infrastructure, and employment of mission support forces.
  5. Skill in designing and conducting comprehensive studies and preparing training and readiness solutions to especially important and broad military exercise and training operations.
  6. Ability to plan and lead others in aeromedical evacuation exercise operations studies and projects; and the ability to negotiate effectively with managers to accept and implement exercise objective recommendations, where proposals involve substantial resources and resultant exercise training and readiness benefits.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
