Description:
This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO). The position analyzes, evaluates, and recommends administrative improvements on efficiency, effectiveness, productivity, and management controls. The Management and Program Analyst measures and analyzes the effectiveness, efficiency and productivity of assigned programs, and recommends program improvements.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-09) grade level in the Federal service that demonstrates all of the following:
(1) Knowledge of and experience with SharePoint, intranet systems, dashboards and document repositories.
(2) Demonstrated ability to develop new processes and procedures to enhance and expand an organization's operations.
(3) Experience analyzing data and measuring the effectiveness of programs.
(4) Experience utilizing business and management principles involved in strategic planning, financial management, policy analysis, program evaluation, resource allocation, and workforce analytics.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
