Requirements:
The primary purpose of this position is to provided authoritative direction and data science expertise to a wide range of highly complex, highly visible initiatives and projects focused on the discovery and development of cutting-edge tools and resources to easily access, store, analyze, and exchange complex, high-quality data. The incumbent provides authoritative data science guidance in the development, analysis, and implementation of data programs. Provides the development and implementation of Data Science solutions. Analyzes data to identify correlations between leading and lagging trends and with other factors. Performs complete studies of limited scope to identify potential remedies and provide recommendations to sustain and improve performance. Conducts research in the areas of analytical technologies and business processes to recommend methodologies to better leverage data analytics in support of the organizations objectives.Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualification will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support and for alternative solutions within the scientific community.
2. Knowledge of a broad range of defense department or private sector systems, analytics, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities.
3. Advanced skills in statistical analysis in order to understand the significance of different data set attributes, perform feature engineering, and develop custom data models and algorithms.
4. Skill in working in advanced study teams composed of industry, government, and academic experts; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
5. Ability to analyze, interpret, and apply operations research rules and procedures in a variety of situations and recommend solutions to senior analysts.
6. Skill to develop and utilize appropriate data collection techniques and design, build and use models and simulation techniques. Ability to research, develop, or apply descriptive, diagnostic, predictive and/or prescriptive models to identify the best AI solution design.
7. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
Additional Position Requirements:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2. May be required to obtain and maintain the proper security clearance as a condition of employment.
3. Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
4. A bachelor's degree in Data Science or closely related discipline is required.
5. Performs other related duties as assigned.
